Under direct supervision of the Environmental Program Manager I (Supervisory), the Senior Environmental Scientist (Supervisory) (incumbent) oversees a Tire Compliance Unit, which is responsible for implementing CalRecycle’s statewide Waste Tire Enforcement Program. This Program seeks to manage and mitigate the impacts of used and waste tires on public health and safety, and the environment by ensuring that waste tire facilities comply with tire permitting, storage, and movement laws, regulations, and state minimum standards. The incumbent will provide first-line supervision for the Environmental Scientist (ES) and Integrated Waste Management Specialist (IWMS) staff in accomplishing program goals by applying principles of scientific research, physical and environmental sciences, knowledge of statistical methods or analysis, integrated waste management, industry economics, public health, resource management, assessment, enforcement of technical documents, operations, and monitoring records as they relate to the review, inspection, assessment and enforcement of waste tire regulated entities to ensure compliance with California’s waste tire laws and regulations.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated that the position will be office-centered and employees will be expected to report to the office at least four days per week.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience analyzing stakeholder compliance with statutes and regulations and writing reports with the conclusions to support that analysis
• Experience with various investigative techniques and/or conducting field investigations or inspections
• Experience working with local, state, or federal agencies to exchange information or guidance on a regulatory process
• Experience writing enforcement orders, taking enforcement actions, preparing enforcement cases and/or gathering evidence for cases
• Direct, relevant work experience and/or formal education in tires or waste management or recycling
• Experience developing and writing guidance documents, desk manuals or technical assistance and/or policy documents
• Experience acting as lead person on various projects or directly supervising professional staff
• Experience with delivering public presentations and/or conducting other types of professional training
• Experience working with Word, Excel, Sharepoint, Power Point, and databases
