Job Description
DUTIES AND RESPONSIBILITIES:
Duties and responsibilities in this class may include but are not limited to the following:
- Engage in the planning, coordinating, and implementation of projects, and operations to mitigate current and future vulnerabilities, and implement action plans to address issues, including determining the classification of projects based on the scope and compliance with guidelines and policies as well as determining the economic life of a project.
- Prepare facility asset information.
- Manage day to day operations.
- Interact with City and County staff, contractors, public officials and the public.
- Oversee design and construction liaison activities for division. This includes review of plans and specifications, equipment selection and pilot testing, liaison for construction activities and processing special requests for construction contractors. Coordinate the construction activities with staff to minimize the impact on process control.
- Prepare and track project schedule from the beginning to the end of the project.
- Identify the critical path and coordinate design and construction activities to meet the project schedule.
- Supervise and manage requests for qualifications (RFQs), requests for proposals (RFP) and contract documents required to execute contracts.
- Manage the development and implementation of resiliency action plans for various process areas.
- Plan and conduct full-scale or pilot-level testing for process optimization and equipment selection for various projects.
- Research for and prepare reports, action plans and recommendations.
- Prepare and review legal reports, monthly performance reports, and financial and budgetary reports for
- management's review.
- Prepare monthly and quarterly reports for various commercial customers.
- Supervise engineering associates in lower pay grades and technical staff in delivering assessments, reports, and projects.
- Draft and review structural reports to determine condition assessment, rehabilitation, and relief projects, as needed.
- Conduct preliminary cost and feasibility reviews of various alternatives and solutions.
- Conduct analysis for project selection based on cost-effectiveness and ability to implement.
- Assist in preparing, collecting, reviewing, and interpreting assessment data.
- Manages billing systems.
- Present using a variety of media to different bodies including the LA City Council and Board of Public Works.
- Lead staff in permitting and enforcing.
- Conduct enforcements.
- Supervise and train staff.
- Conduct facility tours for students, City employees and general public.
- Perform professional environmental engineering work including investigations, feasibility studies and surveys of health and sanitation problems, including recommendations for improvements in the collection, treatment, and disposal of liquid and debris.
- Represent the Civil/Environmental Engineer in meetings and act in their absence.
- Coordinate with various divisions and assist in the preparation of annual budget.
- Perform site visits.
- Coordinate with staff and customers for site visits.
- Review site plans, map renderings, and CCTV data to determine various sewer connections.
- Perform calculations based on customer's water practices to determine sewer rebate and/or finaldischarge percent.
- Perform return to sewer discharge calculations based on water system practices and evaporation that include evaluation of cooling towers, boilers, car washes, water stores etc.
- Analyzing historical water and sewer usage.
- Familiarize and conform with a variety of governing documents.
- Navigate through the existing city and county sewer maps, topographic elements, and site constraints using NavigateLA.
- Assist in conducting flow rate studies.
- Prepare Sewer Billing and Adjustment Memos.
- Prepare Request for Information (RFI) letters, official customer memos and interdepartmental DWP memos.
- Performs environmental engineering work including investigations in connection with the maintenance and improvement of water quality, correction of cross-connection problems and sanitary conditions of water storage facilities.

- Knowledge of advanced wastewater treatment processes and methods, recycled water technologies, hydraulics, etc, including a good understanding of regulatory compliance issues affecting Sanitation with respect to wastewater, stormwater, recycled water, and the existing wastewater conveyance system.
- Knowledge of solid resources.
- Knowledge of physical and chemical processes that are applicable to stormwater treatment.
- Knowledge of hydraulics, hydrology, and stormwater pollution control systems.
- Knowledge of environmental engineering, especially physical and chemical treatment processes that are applicable to wastewater treatment.
- Knowledge of plant equipment maintenance, performance testing, and research activities of a large industrial facility.
- Knowledge of software applications used to perform calculations, organize data, or create graphs.
- Knowledge of software applications related to financial management.
- Knowledge of Microsoft Windows, Excel, Word, PowerPoint, Access, Microsoft Project, and related computer software.
- Knowledge of wastewater and/or treatment plant modeling software.
- Knowledge of the principles of project management.
- Knowledge of the City's contracting process.
- Knowledge of the design and maintenance of databases.
- Knowledge in wastewater and water treatment processes.
- Knowledge in the direction of engineering studies and investigation on wastewater and recycled water treatment, waste management, and water supply subjects.
- Knowledge of City personnel rules, policies and procedures.
- Experience in preparing, reviewing, and processing documents, such as for proposals (RFPs), board reports, contracts, motions, and ordinances, letters of agreement (LOA) and any other documents for project approval and development.
- Knowledge of formal City processes such as building permit and contracting process.
Abilities:
- Ability to work independently or as a team leader of a group of Engineering Associates, providing support and direction on various projects.
- Ability to effectively manage multiple projects and tasks.
- Ability to plan, monitor work progress, and evaluate construction process based on contract and deliverables.
- Ability to prepare and conduct meetings, presentations, and workshops with other agencies, environmental interest groups, stakeholders, and the Board of Public Works.
- Ability to effectively communicate program goals, objectives, and strategies with other City bureaus and departments and with other public and governmental agencies.
- Ability to write technically clear and concise reports.
- Ability to communicate with management, regulatory agencies, divisional personnel, and residents.
- Ability to be fair and objective.
- Ability to apply general engineering principles to specific problems and make efficient use of the sources of engineering information.
- Ability to interpret and relate engineering data to problems concerning efficiency, feasibility, personnel and economic requirements.
- Ability to read, understand, and comment on submitted civil, structural, architectural and site plans and drawings.
- Ability to direct the design and construction of water, waste treatment and collection projects.
- Ability to direct water and wastewater treatment processes and evaluate their effectiveness.
- Ability to develop, implement and evaluate work policies, procedures and performance standards and knowledge of how these methods can be used to meet changing needs.
- Ability to understand problems and analyze alternatives for making good decisions.
- Ability to develop and maintain effective working relationships with management, subordinates, other divisions and departments, labor organizations, regulatory agencies, elected officials and the public.
